This chapter shall not affect the acquired rights or obligations contracted by the Authority or by any person under previous legislation which shall be applicable to pending actions and proceedings and to actions arising therefrom although initiated after the effective date of this act. But this act shall be applicable to all actions and proceedings arising after its effectiveness, either under its provisions or under the provisions of the Regulation of the Docks and Harbors of Puerto Rico of 1928.
