The municipalities and municipal associations which avail themselves of the benefits of this chapter shall receive the following contributions:
(1) Up to seventy-five percent (75%) of the total cost of the construction, enlargement or improvement of the slaughterhouse and of the basic equipment necessary for an efficient operation.
(2) Up to fifty percent (50%) of the cost of the vehicles initially needed to transport animals to the slaughterhouse.
(3) Up to seventy-five percent (75%) of the cost of the refrigerator cars initially needed for the transportation of meat from the slaughterhouse to the markets.
(4) Up to seventy-five percent (75%) of the cost of lands and other facilities for the operation of animal gathering centers according to the needs of the slaughterhouse.
(5) Salary of the slaughterhouse manager, up to a maximum of five (5) years, if appointed in accordance with the selection criteria that may be established by regulation, irrespectively of such other criteria that should be applied to him under his condition of municipal employee. The candidate to be selected for the office of manager should have academic and technical knowledge as well as the necessary experience or skill to obtain an efficient administration and exceedingly good conditions in the operation of the slaughterhouse, both in the health and efficiency aspect.
(6) Up to seventy-five percent (75%) of the total cost for the construction, enlargement or improvement of facilities for the storage or distribution of meat, including the basic equipment necessary for an efficient operation of said activities, provided such facilities are municipal property; or of the total cost of the equipment required for the rendering, by the municipalities or municipal associations, of those services that may be necessary for an efficient operation of any one or any of such activities. In the granting of contributions set aside in this subsection, the Secretary of Agriculture shall only take into consideration those municipalities where there does not exist, or is impossible or inconvenient to construct, enlarge or improve any slaughterhouse in accordance with the provisions of this chapter and of the regulation that said Secretary may promulgate hereunder.
