To be eligible for incentives as provided in this chapter, the slaughterhouses to be constructed, enlarged or improved shall meet the following requirements:
(1) Any construction, enlargement or improvement shall be made in accordance with the standards established or to be established to such effects by the Department of Health, the Department of Agriculture and the Planning Board.
(2) That the location of the slaughterhouse responds to the best interest of the public consumer to secure an adequate supply of products of the best quality in the area that it is to serve as well as to the cattle production industry in the area.
(3) That its slaughtering capacity be in proportion with the area of cattle production that it proposes to serve and has the assurance of the supply in a manner to secure the economic efficiency of the operation.
