§ 891a. Establishment

During a period of time not greater than one hundred and eighty (180) days counting from the date of approval of this act, the Puerto Rico Planning Board shall delimit all the territory comprised in the Island Municipality of Culebra and the territory under the domain of the Commonwealth of Puerto Rico in the Island Municipality of Vieques as a special economic development zone. The Department of Economic Development and Commerce, in coordination with the Puerto Rico Planning Board and with representatives of both municipalities, shall establish an economic development plan with regulations, and the special application of regulations that shall govern the use of land, buildings and other commercial establishments, as well as the special communities program, the health reform, the educational reform and all matters related to infrastructure and tourism, among others. The special economic development zone shall be deemed to be created when the necessary development plans and regulations are adopted according to the new uses and projects to be carried out, as defined in this chapter.

The tax benefits granted in §§ 891c–891e of this title shall take effect upon the approval of this act. The Department of Economic and Commercial Development shall certify the enterprises that are to be eligible for the tax benefits established in this chapter, provided they are subject to the planning regulations in effect for the special economic development zone.
