The Secretary of the Department of Economic Development and Commerce, in coordination with the Commissioner of Vieques and Culebra Affairs, the Chairperson of the Planning Board and the Commissioner of the Office of the Commissioner of Municipal Affairs shall organize a special consulting group that shall study the economic condition of both island municipalities and shall make an inventory of resources and physical and human assets that have a potential for economic development. This group of consultants shall include representation of the citizenry of both municipalities and shall have the responsibility of generating recommendations so that the Department of Economic Development and Commerce can establish an integrated economic development plan for the zone.
This group shall also recommend the public policy to be adopted by the Government of the Commonwealth of Puerto Rico and its dependencies regarding the economic development of said zone, and shall determine what shall constitute an eligible project.
