The bylaws shall establish district delegations or local organizations which shall be elected or designated, operate and fulfill their duties in the manner and under the conditions which the bylaws of the College may indicate; but the election or designation of those constituting them shall be made, except in the case of delegation of such power, by the members of the College who reside or have their office in the respective jurisdictions of the delegations or local organizations.
College members shall have the option to exercise their right to vote to elect their directors and officials at their convenience, in person or by mail, following the procedure provided by the College in its bylaws. The College may also provide its members in its bylaws, the additional option of casting their votes through other means found to ensure the privacy, reliability, secrecy and validity of said voting process. The scrutiny of the votes cast by mail or by other means shall be conducted during the General Assembly called for such purposes.
