The members of the Board shall hold office for a term of four (4) years or until their successors are appointed and qualify, with the exception of the first members who are appointed to the Board, who shall hold office; two (2) for one (1) year, two (2) for two (2) years and three (3) for three (3) years, in the order they are designated by the Governor. No person shall be a member of the Board for more than two (2) consecutive terms.
