(a) It is totally prohibited for any person directly or indirectly engaged in selling, dispatching, manufacturing or representing optometric, optical and/or ophthalmic products:
(1) To attempt, directly or indirectly, to control the professional judgment, manner or form of practicing, or the practice of an optometrist or certified optometrist.
(2) To make a payment, directly or indirectly, to an optometrist or certified optometrist for services he/or she did not render.
