(a) After one (1) year has lapsed from the date of constitution of the College as provided in § 3522 of this title, no person who is not a College member may practice professional planning in Puerto Rico. As of the date of constitution of the College, at fifteen (15) -day intervals for a period of three (3) months, public notices shall be posted on at least two (2) newspapers of general circulation in Puerto Rico to notify professional planners that practice in the Island of such a provision.
(b) No agency or dependency of the Government of the Commonwealth of Puerto Rico shall contract, agree or arrange to receive, request or accept professional planner services from natural or juridical persons who do not meet the requirements established in this chapter and the regulations approved thereunder. The College is hereby empowered to initiate the corresponding action in order comply with this chapter. In the case of juridical persons, the action may be brought against said persons, as well as against any person associated, contracted or hired by said persons that are practicing professional planning without meeting the requirements prescribed under the law.
