§ 3243. Professional Counselors Examining Board—Composition

The Board shall be composed of five (5) members all of whom shall be of legal age, have been residents of Puerto Rico for a minimum of one (1) year prior to their appointment. They shall be appointed by the Governor, with the advice and consent of the Senate of Puerto Rico.

One (1) of the five (5) members of the Board, shall represent the public interest and the remaining four must be fully licensed professional counselors. Of these four (4), two (2) shall be professional counselors who have practiced the profession for a period of no less than five (5) years in the jurisdiction of Puerto Rico, one (1) shall be employed as counselor in the public sector, and one (1) shall be employed as counselor in the private sector.

Recognized associations of professional counselors may submit the names of candidates to be members of said Board. Counselors that are members of the first Board constituted under this chapter, shall receive a special license granted by the Secretary of Health of Puerto Rico.

The member of the Board who will represent the public interest shall be:

(a) A citizen who has no relatives within the fourth degree of consanguinity and second of affinity, who has participated or is participating on a business or professional field related to professional counseling, and that

(b) in the course of the last two (2) years, prior to his/her appointment, has not had any financial interest with a person who is under the regulations of the Board.
