(a) The 9th day of July of each year is hereby declared as the “Don Gilberto Concepción de Gracia Memorial Day”.
(b) The Department of Education and the Institute of Puerto Rican Culture are hereby ordered that, in enforcing the provisions of § 5051 of this title, to observe the Renowned Puerto Rican Statesmen’s Day on the 18th of April, the biography of this illustrious Puerto Rican be included among those to be extolled on said day.
