§ 1613. Citizens’ Committee

The Citizens’ Committee for the Implementation of the Constitutional Rehabilitation Mandate is hereby constituted which shall have the following duties and responsibilities:

(a) To collaborate with the government agencies responsible for complying with the mandate instituted by this chapter, as well as the community programs that voluntarily participate in this effort to expedite the integrated efforts of all persons and entities bound and committed with the moral and social rehabilitation of the convicted population, including adult and juvenile offenders.

(b) To evaluate every six (6) months the progress of the compliance with the moral and social rehabilitation mandate instituted by this chapter, and to render reports on the result of their evaluation with their recommendations during the next two (2) years as of the effectiveness of this act to the Governor, the President of the Senate and the Speaker of the House.

(c) To hear and address those matters related to compliance with the mandate instituted by this chapter that are referred to the same by persons and entities concerned with the goal of achieving the social and moral rehabilitation of the convicted population.

(d) To promote citizen education toward understanding the importance of the rehabilitation of the convicted population and the benefits of the model of restorative justice in the penal system toward the achievement of social peace and protection, either by itself or through other persons or entities concerned and capable therefor.

(e) To hear and address the complaints and grievances on the rehabilitation programs and evaluation and classification services submitted by the citizens, inmates and convicted persons, and to make the necessary administrative and legal recommendations.

(f) To lodge before the pertinent forums the claims and administrative or judicial actions that may apply in order to achieve the objectives of this chapter.

(g) To appear before the Legislature each year if both Houses so agree, to report in a public hearing, joint session or inquest on the progress of the changes in the existing rehabilitation programs and the recommendations for legislative or administrative changes that may apply. The Legislative Chambers may request that the Committee appear jointly with or separately from the heads and other officers of the agencies that are mainly responsible for compliance with the mandate provided herein.
