The Citizens’ Committee shall be composed of five (5) citizens with education, experience or interest in the moral and social rehabilitation of the convicted population.
The Governor shall appoint the Chairperson of the Committee. The initial appointments shall be two (2) for three (3) years, and three (3) for four (4) years. Subsequent appointments shall be for a term of four (4) years.
The presiding officers of each legislative chamber shall nominate to the governor one (1) member of the House of Representatives and one (1) member of the Senate as ex officio members in representation of the two Legislative Chambers.
Once constituted, the Committee may appoint additional members that, as individuals or as representatives of community organizations, educational entities or agencies or public corporations may help or be interested in helping to achieve compliance with its purposes. Once thus appointed, the Chairperson shall report to the Governor of Puerto Rico and to the President of the Senate and the Speaker of the House.
The Committee shall approve bylaws for the operations of this entity which, among other matters, shall provide for the duration of the terms of the additional committee members that are appointed by means of this method.
