§ 1204h. Bellas Artes del Oeste Center

(a) The Centro de Bellas Artes del Oeste is hereby created to be devoted to the development, conservation, enrichment, promotion, circulation and study of all national and international fine arts.

(b) The construction of the Centro de Bellas Artes del Oeste shall be carried out in the following stages:

(1) A first stage to begin not later than a year after the date of approval of this act, to include the construction of a concert hall with around three thousand (3,000) seats, a stage design workshop, a stage properties storeroom, a wardrobe, a makeup area, dressing rooms, an emergency room, two rehearsal halls and administrative offices.

(2) A second stage to begin not later than the second year after the first stage has concluded, to include the construction of a festivals theater with around two thousand (2,000) seats, plastic arts exhibition halls, a dramatic arts schoolroom and any workshops that may be necessary to study and produce stage plays.

(c) The Municipality of Mayagüez shall identify the land with the most suitable dimensions for the construction of the Centro de Bellas Artes del Oeste from among the lots of land property of the Commonwealth of Puerto Rico, for the subsequent free transfer of the same, or if necessary, the Legislature shall appropriate funds for the acquisition of privately owned land.

(d) The amount of one million dollars ($1,000,000) from unencumbered funds of the Commonwealth Treasury is hereby appropriated during fiscal year 2004-2005 to cover administrative expenses and to study, design, and draft the preliminary plans of the Centro de Bellas Artes del Oeste.

(e) The Municipality of Mayagüez is hereby authorized to incur expenses for an amount of up to thirty-five million dollars ($35,000,000) to acquire land through purchase or expropriation, and to study, design and build the Centro de Bellas Artes del Oeste.

(f) The Secretary of the Treasury and the Government Development Bank for Puerto Rico are hereby authorized to advance the funds authorized in subsection (e) of the section. The funds for paying this obligation shall be consigned in the General Budget for fiscal year 2005-2006 and subsequent years, as provided by the Government Development Bank for Puerto Rico and the Office of Management and Budget.

(g) The Municipality of Mayagüez is hereby authorized to match the funds herein appropriated through the credit line with Commonwealth, municipal and federal contributions.
