Gráfica Celebration

(a) Designation as an official activity. — The celebration of the Trienial Poli/Gráfica de San Juan, América Latina y el Caribe, organized by the Institute of Puerto Rican Culture, is hereby designated as an official activity of the Commonwealth of Puerto Rico.

(b) Public policy. — Sections 1195—1201 of this title, known as the “Organic Act of the Institute of Puerto Rican Culture”; §§ 1521—1526 of this title, known as the “Organic Act of the School of Plastic Arts”; and §§ 929—929i of Title 3, better known as the “Public Arts Act”, among other laws, give evidence of the great interest of the Commonwealth of Puerto Rico for promoting and disseminating the arts on our Island. Human beings, by expressing themselves artistically, are capable of transmitting ideas, knowledge and feelings. Being exposed to said artistic expression educates, sensitizes and enriches the spirit of our people. Within the arts, the graphic arts have constituted an effective means of sharing and interacting with the world around us.

The Bienal de San Juan del Grabado Latinoamericano y del Caribe has demonstrated throughout its thirty-three (33)-year trajectory and thirteen (13) editions, not only that it has been an instrument for revealing our values as a people, but that it has also served as a bridge for getting close to other cultures, thus presently becoming the most important cultural event at the international level held on our Island. The development, transformation and evolution of said event is of great interest for our government and for our people. By virtue of this section, subsidizing the organization and celebration of the Trienial Poli/Gráfica de San Juan, América Latina y el Caribe planned and organized by the Institute of Puerto Rican Culture is hereby established as the public policy of the Commonwealth of Puerto Rico.

(c) Regulations. — The Institute of Puerto Rican Culture shall establish Regulations to provide for all matters concerning the use of the appropriated funds.

(d) Matching of funds. — The Institute of Puerto Rican Culture is hereby authorized to match the funds herein appropriated with any other municipal, Commonwealth or federal funds as well as with donations from private entities in order to comply with this section.

(e) Involvement of other government agencies. — The Department of State, the Government Development Bank and the Tourism Company shall collaborate with the Institute of Puerto Rican Culture in the preparation and realization of promotional campaigns at the local and international levels relative to the celebration of the Trienial Poli/Gráfica de San Juan, América Latina y el Caribe . To such effects, these dependencies shall contribute the resources needed to achieve the purposes of this section.

The University of Puerto Rico and the Department of Education shall also establish agreements with the Institute of Puerto Rican Culture in order to maximize the cultural and educational nature of the Trienial Poli/Gráfica de San Juan, América Latina y el Caribe.

(f) Reports. — The Institute of Puerto Rican Culture shall render an annual report to the Governor and to the Legislature on all matters related to the use of the funds herein appropriated.
