§ 1204f. Special Fund for the Matienzo and Music Hall Theaters

(a) Creation and purpose. — It is hereby created in the books of the Institute of Puerto Rican Culture a special rotary fund to be known as the “Special Fund for the Administration, Operation and Maintenance of the Matienzo and Music Hall Theaters”, which shall be governed pursuant to the standards and regulations it may adopt in accordance with the provisions in effect for the administration of similar funds. This Fund shall used exclusively to cover the expenses related to the administration, operation and maintenance of the Matienzo and Music Hall Theatrical Complex.

(b) Origin of the funds. — This Fund shall consist of and be nourished from the following items:

(1) Legislative appropriations provided, established pursuant to §§ 3 and 4 of this Act.

(2) The net income received by the Institute of Puerto Rican Culture for leasing the halls and for advertisements and donations, among others.

(3) Other appropriations derived from the matching of municipal, Commonwealth and federal funds; as well as donations received from private entities as established in subsection (d) of this section.

These items shall be deposited by the Executive Director of the Institute of Puerto Rican Culture in the aforementioned special rotary fund and be exclusively used for the purposes provided in this section without the unspent surplus of the legislative appropriation having to revert to the General Fund at the end of the fiscal year pursuant to the provisions of §§ 283—283p of Title 3. The Fund created in this section is hereby excluded from the provisions of § 107 of Title 23.

(c) Annual report. — The Institute of Puerto Rican Culture shall be responsible for overseeing that the funds appropriated for the Special Rotary Fund are used for the purposes established in this section. The Institute of Puerto Rican Culture shall annually render a report to the Legislature and to the Governor setting forth all matters related to the use of the funds herein appropriated and the work carried out in the aforementioned Theatrical Complex.

(d) Matching of funds. — The Institute of Puerto Rican Culture is hereby authorized to match the funds herein appropriated with any other Municipal, Commonwealth or Federal funds; and with donations from private entities in order to comply with the provisions of this section.
