§ 1094. Duties and responsibilities

The Presiding Officers of both the House of Representatives and the Senate of Puerto Rico, the Chief Justice of the Supreme Court together with the Courts Administration, and the Governor and mayors in their respective municipalities shall make all provisions and draft the necessary guidelines in order for all secretaries, presidents, executive directors, and coordinators of government agencies and bodies or dependencies or units thereunder, including public corporations, to be apprised of the specific power authorized in this chapter. Once the necessary guidelines are informed and implemented to such ends, the officials in charge of such departments, agencies, bodies and dependencies of the different branches of the government and the municipalities, including public corporations, shall have the following duties and responsibilities individually as expressed below:

(a) The responsibility of identifying, grouping, developing, and implementing every work plan regarding the creation, development, and implementation of this chapter.

(b) To file an annual report on the creation and progress of the provisions of this chapter before the Office of the Comptroller of Puerto Rico.

(c) To establish and implement specific Cooperation Protocols to develop the Advertising Campaign in question, pursuant to the public policy set forth in this chapter, provided that such campaign has a legitimate public purpose, as such term is defined in the code of laws in effect, and that every advertising campaign to be developed:

(1) Is in benefit of the health, safety, morals, and general wellbeing of all citizens;

(2) is geared toward a public or quasi-public activity;

(3) features the interests and objectives of the government entity, in harmony with its duties and functions or established public policy;

(4) features the programs, services, rights and opportunities, or furthers social, civic, cultural (nonreligious), economic or sports causes, and

(5) features the establishment, modification or change in the government public policy.
