§ 1095. Additional considerations

The provisions of this chapter shall not be construed so as to:

(a) Undermine the discretion of the professionals in the communications field who work in the different government dependencies, on the resources to be selected, according to the particular needs of the agency or organization where they work, or

(b) authorize the delegation onto university institution of the power to schedule and purchase time and space in the media, except in those cases in which said institutions have specialized personnel, so as to capitalize investments by means of discounts per volume agreed upon between the government dependency in question and the media.

It is hereby authorized, further, the review of any agreement or contract in effect between any entity of the Executive, Legislative, and Judicial Branches of the Government of Puerto Rico, including its public corporations and municipalities, for the purpose of including clauses to establish the discretion of the contracting party to solicit services from third parties.
