§ 1093. Creation

The Presiding Officers of both the House of Representatives and the Senate of Puerto Rico, the Chief Justice of the Supreme Court together with the Courts Administration, and the Governor and mayors and their respective municipalities shall make all provisions and draft the necessary guidelines so that government agencies or bodies, including public corporations and dependencies or units under their charge, with the intention of initiating mass advertising campaigns, learn that they have a specific legal framework that enables them to establish Cooperation Protocols with the different universities established and accredited in our Island that have Advertising courses in their academic offerings.

Said Cooperation Protocols shall allow for the formation of a close collaboration with the main purpose of providing students in the field of advertising with the opportunity of developing mass advertising campaigns in the media, that is, the written press, television, radio, and the Internet, among others. The conceptual basis for the design, implementation and operation thereof shall be in accordance and tempered with the laws and regulations of the Commonwealth of Puerto Rico and the public purpose in which this kind of campaign is vested.
