This section is administered in accordance with the Food Stamp Act of 1977 as amended ( 7 U.S.C. 2015 ) with the following exceptions and clarifications:
A sanction continues until:
(a) The minimum amount of benefits has been lost; and
(b) The individual cooperates with the work requirements; or
(c) The individual becomes exempt from the work requirements; or
(d) The individual complies before the sanction can be imposed.
