(a) Unless otherwise required by law, the commission may prescribe all forms or other documents required to implement this chapter and may require that the forms or other documents be submitted electronically.(b) Any notice required by these rules to be sent by the commission may be provided electronically and the commission is entitled to rely on an email address provided by an applicant, grant recipient, or other person for all purposes relating to notification. Applicants and grant recipients must provide an email address that is designated for receipt of notices from the commission. (c) If notice cannot be sent electronically, the commission shall provide notice by regular mail via U.S. Postal Service and the commission is entitled to rely on the mailing address currently on file for all purposes relating to notification.(d) Service of notice by the commission is complete and receipt is presumed on: (1) the date the notice is sent, if sent before 5:00 p.m. by electronic mail; (2) the date after the notice is sent, if sent after 5:00 p.m. by electronic mail; or(3) three business days after the date it is placed in the mail, if sent by regular U.S. Mail.10 Tex.
