Section 321.4 - Funding; Availability of Funds(a) Grants awarded by the board under this chapter may use: (1) gifts, grants, and donations provided to the commission; and(2) money from any source designated by the legislature.(b) All grant funding is contingent upon the availability of funds, upon approval of a grant application by the commission, and the terms of the grant agreement. Neither this chapter nor a grant agreement creates any entitlement or right to grant funds by a grant applicant.10 Tex. Admin. Code § 321.4
