Section 6173.5 - Program monitoring and evaluation
(a) The division shall monitor and evaluate the effectiveness of the program services provided by a provider agency receiving funds pursuant to this Part.
(b) The division shall have the right and authority to review the performance of a provider agency receiving funds pursuant to this Part. Such review may take the form of site visits, records inspections, correspondence, telephone communication, or other methods deemed necessary by the commissioner to ascertain the quality and quantity of provider agency activities according to its contract.
(c) A provider agency that receives funds pursuant to this Part shall keep books, ledgers, receipts, work records, consultant agreements, and inventory records pertinent to the program services it provided. All such accounts and documentation shall be kept in generally accepted fashion and shall be open to review by the division or the State Comptroller, or both.
