Section 583.6 - Responsibilities of the pre-admission certification committee

(a) The pre-admission certification committee for each region shall be responsible for reviewing the applications of children within the region referred for admission to a residential treatment facility. The pre-admission certification committee shall review each child and determine whether or not such child is eligible for admission in accordance with the criteria specified in section 583.8 of this Part and the immediacy of the need of the individual child given the availability of services and the needs of the other children determined to be eligible who have not yet been admitted.

(b) The pre-admission certification committee for each region shall be responsible for referring children for admission to those residential treatment facility beds designated for that region by the Office of Mental Health.

(c) The pre-admission certification committee in any region may refer a child determined to be eligible to a pre-admission certification committee in another region when appropriate services are not available in a residential treatment facility within the region and placement outside the region is determined to be appropriate.

(d) For each available bed, the pre-admission certification committee shall consider all children that have been determined to be eligible that meet the admission criteria of the individual residential treatment facility as approved pursuant to section 584.7 of this Chapter and certify children as the priority of the pre-admission certification committee for admission. The children considered shall include those children determined to be eligible by the pre-admission certification committee and those referred by another pre-admission certification committee pursuant to section 583.9 of this Part. The pre-admission certification committee shall consider, among other factors, the immediacy of the need of the individual child as determined pursuant to subdivision (a) of this section.
