An applicant shall submit with a permit application an engineer's estimate of the work to be performed on the Expressway or Authority property. The estimate shall be based upon construction rates prevailing at the time of application. The Director of Engineering shall reject any estimate that is determined to be contrary to construction rates prevailing at the time of application or not in the best interest of the Authority. If acceptable to the Director of Engineering, the estimate shall be used in calculating the permit fee required by 19:2-9.3(a).
