A municipality, county, or organization making application under this chapter shall be certified as eligible by the screening committee established by RSA 12-A:32,II and the commissioner prior to applying for assistance under this program. Each municipality, county, and organization shall apply for and receive certification prior to its first matching grants application each fiscal year by completing and submitting Form EDP-1, as described in Res 2402.04.
