Rule 2 - Conflict with Local Rules, Regulations, or Bylaws

Nothing in these Rules shall be construed to limit a county law library from creating a local rule necessary for the protection and maintenance of the library. Provided, that the Rules for Management of County Law Libraries shall supersede and control any local rule, regulation, or bylaw of a county law library to the extent of the conflict.
