The Puerto Rico Planning Board shall draft the general and basic guidelines that shall become the framework for the implementation of the smart growth concept within infrastructure agencies and the Multi-sector Coalition. In addition, it shall approve rules and regulations as are convenient and necessary to achieve the purposes of this chapter.
