§ 9043. Criteria

All infrastructure agencies of the Government of Puerto Rico or the municipalities thereof shall prioritize projects that: 1) foster the use and maintenance of existing infrastructure; and 2) are located in zones designated for development in the Land Use Plans and that are in accordance with the provisions of the Comprehensive Sustainable Strategic Development Plan (PIDES-PR, Spanish acronym). It shall also approve, build, improve, or finance infrastructure projects that meet the following criteria:

(a) The project protects, preserves, and improves Government resources, including farm land, forests, underground water, air quality, recreation and open spaces, scenic, historic, and architectural areas.

(b) Foster mixed land use.

(c) Foster compact building, being it understood as optimum land use, using smaller building footprints.

(d) Beautify public spaces.

(e) Emphasize the development of compact and mixed-use housing integrated into existing commercial zones, urban centers, and in proximity of collective transportation facilities.

(f) Promote social integration of all age groups and economic status.

(g) Reduce reliance on automobiles and foster public transportation.

(h) Foster inter-sector collaboration to make it transparent, fair, and cost-effective, so that it benefits all interested sectors.

(i) Foster the use of renewable energy.
