An Advisory Liaison Committee, hereinafter the Committee, is hereby established with the Government entities concerned, to be composed of eleven (11) members, to wit: the Executive Director of CRIM, who shall preside it; two (2) members shall be mayors, of which one (1) shall belong to the political party controlling the highest number of municipalities, to be elected by a majority of mayors members of said party, and one (1) shall belong to the political party that controls the second highest number of municipalities, to be elected by a majority of mayors members of said party; one (1) authorized representative of the following entities: the Planning Board, the Property Registry, the Aqueduct and Sewer Authority, the Electric Power Authority, the Department of Transportation and Public Works, the Department of Natural and Environmental Resources, the Department of Economic Development and Commerce, and one (1) duly-licensed surveyor recommended by the mayors of the majority and minority parties and ratified by the Governor.
The functions of the Committee shall include, but not limited to, the following:
(a) To provide technical advice to the Office and the OGPe.
(b) To participate and make recommendations to establish the criteria regulatory standards that shall govern the processes of the CPRGIS, the Map, the SPCS, and the Access Platform, among others.
(c) To make efforts to achieve consistency between the information of the Property Registry, the Cadaster, the CPRGIS, and the Map.
(d) To serve as liaison between the agencies it represents, as well as the Government entities concerned, to achieve effective communication in connection with the rules established by the Office and the OGPe.
(e) Any other function assigned by the Director.
Any decision that directly affects municipalities shall have the affirmative vote of every mayor who is a member of the Committee.
The Committee may, upon previous consultation with the Executive Director of the OGPe, hire additional personnel to carry out its duties and may designate work groups from both the public and the private sector in any area it deems appropriate.
The Committee shall hold as many meetings as called by the Director, but never less than four (4) meetings a year.
