The Office shall have, under the supervision, authorization and coordination of the OGPe, the following powers, authorities, and duties:
(a) To carry out the functions, duties, and responsibilities set forth herein, which are not inconsistent with the provisions of this chapter.
(b) To adopt the official seal of the Office, of which judicial notice shall be taken, for the authentication of all documents issued under this chapter.
(c) To award contracts and execute any other instruments as are necessary to carry out its duties under this chapter.
(d) To enter into agreements with Government entities concerned and/or any private institution for education and training on the parameters and digital formats established in this chapter.
(e) To create a digital data base to properly manage the information of the CPRGIS and ensure that the data entered in said system is duly supported.
(f) To keep in the CPRGIS mapping information and any other data that may be useful to any other government body for multiple purposes. The digital mapping information shall be property of the agency that originally collected the information, which shall be responsible for keeping such information up to date and certifying the accuracy thereof.
(g) To ensure that the information entered in the CPRGIS maintains a level of accuracy and a format that meets the requirements of the Federal Geographic Data Committee, and that such information is available for the users of the Access Platform.
(h) To establish a service fee for the use of the CPRGIS, the Map, and the Access Platform in accordance with the rules established by regulations and approved by the Executive Director of the OGPe.
(i) To administer all that pertains to the survey markers, as well as to procure the installation of new markers in appropriate and necessary sites.
(j) To request, at its discretion, the advice of the Committee in all matters related to the general policy of the CPRGIS, the Map, the SPCS, and the Access Platform, including the information management and the development of rules for such systems.
(k) To provide the OGPe with technical and professional support in matters related to surveying.
(l) To order Government entities concerned and/or authorized professionals to correct rectifiable errors, as these are defined under the regulations of the Office or the OGPe.
(m) To ascertain Government entities concerned and/or authorized professionals” compliance with the terms established in this chapter and the regulations applicable to the process of evaluating and submitting the information required.
(n) To investigate, if deemed appropriate, any referrals from Government entities concerned and/or private persons for any alleged noncompliance with the legal provisions of the Office by any agency, entity, instrumentality of the Commonwealth of Puerto Rico, municipality, public corporation, and/or authorized professional, and refer them to the pertinent division of the OGPe for the corresponding action.
(o) To file complaints motu proprio when the results of any audit show violations of the provisions of this chapter or the regulations adopted thereunder.
(p) To prescribe by regulations all that pertains to the provisions of this chapter.
(q) Any other actions as are necessary and convenient to effectively attain the objectives of this chapter.
