The Authority shall detain every ship or vessel which must pay and which has not paid the annual license fee referred to in § 2511 of this title, until payment has been made. Any sum due for such reason shall constitute a lien on the ship or minor vessel in the form provided in § 2305 of this title, but action on this lien shall expire after the lapse of one (1) year from and after the detention of the vessel.
