Every person who violates any provisions of the rules or regulations approved and promulgated by the Administrator as provided in § 2502 of this title shall incur, for each violation, in a misdemeanor punishable as provided in section 2801 of this title. In these cases the only defense shall be that as provided in § 2302 of this title.
