The Administrator shall approve rules and regulations to govern the movements of ships in, to and from ports and docks, the loading and unloading of passengers and cargo, and the movement and storing of cargo in the docks and in harbor zones, in accordance with the powers vested on the Authority by §§ 2201 and 2501 of this title and as provided by § 2109 of this title.
