§ 2109. Rules and regulations

The Administrator may approve rules and regulations in accordance with the provisions of this chapter to expedite its execution in a fair, efficient and economic manner and in order to protect and promote navigation, commerce, prosperity and general welfare. The rules and regulations that the Administrator may approve to such purposes shall have force of law once they have been promulgated in accordance with this chapter. The Administrator shall not delegate the powers herein conferred, but may establish consultant proceedings, including or not the holding of public hearings of quasi-legislative character before the person designated for such purpose, to hear the persons interested in the said regulation. This designation shall be made by the Administrator or by the Director through delegation of the Administrator.
