This chapter is applicable to the navigable waters of Puerto Rico, to its harbor zones and to its ports and docks, either public or private (unless otherwise clearly indicated by the context), up to the limit extended by the legislative authority of Puerto Rico, but not excluding in accordance with the provisions of §§ 7, 8, and 9 of the Puerto Rican Federal Relations Act, the application of the laws and statutes of the United States which are locally applicable in accordance with the provisions of this chapter.
