The Administrator is hereby empowered to establish and to collect fees for inspection and verification services of the weights and measures in those cases where specialized and high cost equipment is required and the payment of transportation to carry out the inspection and verification of platform scales of great capacity used in heavy industry, measuring instruments used in the gasoline companies, measuring instruments in dairy industries and other similar instruments used in industry, commerce or agriculture for the purpose of assisting to defray, in part, the expenses in which the Administrator may incur for the purchase, maintenance and operation of said equipment.
