No weights and/or measures shall be sold, offered, exhibited or exposed, until the Administrator has issued a certificate of approval of the type of said device, or until the Administrator has authorized in writing its sale or exhibition for sale. All weights and/or measures introduced to or manufactured in Puerto Rico shall be inspected, tested and sealed. No person, by himself or through his employees or agents, or as employee or agent of another person, shall offer, exhibit for sale, sell, lease, transfer, install or have in his establishment weights and/or measures which have not been inspected and sealed.
