(a) The Riollano Sugar Mill in the Municipality of Camuy is hereby declared a historic site.
(b) The Planning Board, pursuant to the provisions of §§ 161 et seq. of this title, 167 et seq. of this title and 62 et seq. of this title, and in coordination with the Institute of Puerto Rican Culture and the Commonwealth Historic Preservation Office, shall make every efforts to preserve the Riollano Sugar Mill, and shall procure all available benefits as a historic site, according to the Laws and regulations in effect.
