Except in those cases in which the dependency that owns public real property has negotiated a valid naming rights contract for a specified term, or in the cases the Legislature so provides expressly, except for what is provided in §§ 178–182 of this title, the Public Structure and Highway Naming Commission of the Commonwealth of Puerto Rico shall be the entity that, after consultation with the corresponding municipal government or proprietor agency or Commonwealth dependency, shall approve the names proposed by the proprietor municipality or agency for hospitals, schools, public urbanizations, housing complexes of any kind or form, buildings for any kind of use, highways, roads and other public structures and buildings that are hereinafter built in Puerto Rico by the Commonwealth Government or its agencies and instrumentalities, or with Commonwealth funds combined with federal or municipal funds, provided the Commonwealth or federal contribution is larger than the municipal.
In no case shall the names of persons not deceased be used. The Commission shall, to the extent possible, choose the names of illustrious persons from the past and other names relevant in Puerto Rican history, geography and tradition. The Commission shall also have the authority to enter into the revision of the names by which the various thoroughfares or structures of Puerto Rico are known to date, as well as those of all other structures of the Island under its jurisdiction, pursuant to the provisions of this section. To such ends, the Commission may hear witnesses and receive evidence in connection with any change which may be desired to be made in behalf of the best public interest.
