(a) The Committee shall be constituted within sixty (60) days after the approval of this act. The Committee shall adopt regulations within ninety (90) days after being constituted, begin developing the work plan required under this subchapter, and analyze population statistics by age and sex based on the data of the 2010 Census of Population for Puerto Rico.
(b) For such purpose, it is necessary to conduct a study to analyze the future demographic expectations and identify the service needs for such population. All government agencies and professional and educational organizations mentioned in § 66 of this title shall participate in this study.
(c) The Committee is hereby empowered to establish the necessary alliances and contacts with Commonwealth or federal agencies or with private institutions to carry out projects that further the purposes of this subchapter.
(d) Proposals submitted to the Committee shall be deemed to be public documents.
(e) The Committee shall hold one (1) formal meeting every three (3) months for a total of four (4) annual meetings.
(f) The Multi-sector Committee, through the Planning Board, is hereby empowered to hold public hearings and summon any other entities as necessary to attain the objectives proposed therein.
(g) The Work Plan of the Committee shall describe the best course of action for the social development of Puerto Rico, paying special attention to issues such as housing, education, health, finance, and access to government services.
