§ 46. Regulations—Effective date; advertisement

The regulations, or amendments thereto, shall take effect fifteen (15) days after their approval by the Puerto Rico Planning Board. In the event the Planning Board takes no action within the thirty (30) days following the date said regulations or amendments are received, the same shall be deemed as approved by the Planning Board for all purposes of the law. Notwithstanding the fact that the publication of said regulations or of the amendments thereto in any newspaper is not required, the effective date of the regulations and of every amendment shall be officially announced by the Permit Management Office in one or more newspapers of general circulation in Puerto Rico; Provided, That in said announcements, notice shall be given, in general terms, of the matters covered by the regulations or by the amendments thereto as well as the dates on which they shall become effective, the places where these regulations shall be available to the public and the place and manner in which copies may be obtained. The regulations, or amendments and supplements, as adopted and approved, shall be filed in the Department of State as soon as possible. Copies of said documents shall be available to the general public for information or consultation in the Department of State or in the Library of the Planning Board and in the Permit Management Office.
