Before adopting or amending the regulations authorized in §§ 43—50 of this title, the Permit Management Office shall hold public hearings to discuss the special provisions comprised in subsection (b) and the administrative provisions comprised in subsection (c) of § 43 of this title. Even though the technical provisions and their amendments, included in subsection (a) of § 43 and in § 43a of this title, may be adopted without being discussed in public hearings, it shall be necessary to hold a technical conference on the need, scope and other outstanding facts of said provisions, in which private citizens, entities, associations or schools related to the construction industry and which may be affected by the proposed technical provisions can participate. If possible, such conference shall be held jointly with the public hearings required by this section. The public hearings and the conference shall be held after public notice is given of the date, place and nature of both activities.
