From the effective date of this act, the municipalities shall be excluded from the provisions of Act No. 5 of October 14, 1975, known as the “Public Service Personnel Act”, except with regard to Section 7 thereof, which establishes the Board of Appeals of the Personnel Administration System, which shall continue to apply to the municipalities. Every action or decision of the Board of Appeals shall be governed by the legal situation in effect when the acts subject to the action or decision occurred.
Likewise, the municipalities shall be excluded from Act No. 89 of July 12, 1979, known as the “Uniform Compensation Act”.
