The mayor is empowered to accept financial assistance of any sort, including gift, whether in cash, technical services or equipment, from non-profit institutions of the Government of the United States of America, the Commonwealth of Puerto Rico, or any instrumentality, agency or political subdivision of said governments, for the purpose of achieving the objectives of this chapter.
