Municipalities may contract security services in addition to the services already rendered by provision of this chapter, with the departments, instrumentalities, and public corporations of the Government of Puerto Rico; likewise, municipalities may contract security services from private businesses. Contracting these services with private businesses, such as owners and licensees of artistic, cultural, or entertainment shows, may only be executed when such act does not affect the regular services of the Municipal Police. Services involving labor- management conflicts or bodyguard services may not be contracted.
The necessary funds to defray the services to be rendered pursuant to the provisions of this section shall be paid or secured in whole and in advance when executing the agreement that covers the same. The procedure and the rate to be paid for contracting such security services shall be established by regulation. Such regulation shall be promulgated by a municipal ordinance.
The funds generated from the provisions of this section shall be used to buy materials and equipment and for the operation of the corresponding Municipal Police Corps.
