It is hereby prohibited for municipalities to be self-proclaim as municipalities with green initiatives, or to promote themselves with the use of phrases that refer to or are allusive of green initiatives. Only those municipalities with existing designations as municipalities with green initiatives may promote themselves as such. The Department of Natural and Environmental Resources shall ensure strict compliance with this provision. This provision shall not limit municipalities to carry out plans, projects, or programs; form alliances, adopt ordinances; or implement policy or conduct any kind of environmental activity.
