For the purposes of this chapter, and unless from the context they may be otherwise interpreted, the following words shall have the meaning assigned below:
(a) Regulations and Permits Administration.— Means the government body created by virtue of §§ 71 et seq. of Title 23, authorized to execute the operational functions, including those related to permits for construction and use that up to then were conducted by the Planning Board, as well to apply and ensure compliance with planning laws and regulations.
(b) Regulations and Permits Administrator.— Means the official who directs the Regulations and Permits Administration.
(c) Special communities.— Refers to those communities that have been identified and designated as special communities pursuant to §§ 962–967 of this title, as amended, that are duly incorporated or in the organizational process for their incorporation with the Department of State of the Commonwealth of Puerto Rico.
(d) Communal facilities.— For the purposes of this chapter, it shall be understood that a communal facility includes all those structures for the common use of all residents of a special community. Structures of common use shall be understood to include the following: community centers, sports courts, parks and other similar facilities.
(e) Socio-Economic Development Fund for the Special Communities of Puerto Rico.— Means the monetary fund to be used, for among other things, community initiative projects such as: infrastructure and housing construction and rehabilitation projects; construction, rehabilitation and maintenance of community centers and services; recreational areas; other community facilities, reforestation, environmental protection and natural resources projects; and other similar projects.
(f) Community boards.— Means the body composed of members of the community and constituted to promote the purposes and objectives of §§ 962–967 of this title, duly incorporated and certified by the Office of the General Coordinator for the Socioeconomic Financing and Self-Management of the Special Communities.
(g) Authorized representative.— Means the person designated by the Community Board of the special communities to transact the process for obtaining permits before the Regulations and Permits Administration through a written authorization duly authenticated by a notary public.
(h) Institutional or service use.— Means the area destined for building educational, cultural, recreational and commercial facilities and any other facilities that foster the physical, social, moral, religious and cultural development of the community.
