This chapter shall be construed in the broadest and most beneficial manner for cancer patients, survivors, and their families. Furthermore, it shall be understood that every right granted under this chapter shall be in addition to any other right already granted. In the event that the provisions of this chapter are in conflict with those of any other chapter, those most favorable for cancer patients, survivors, and their families shall prevail.
