When a person incurs in violations against the provisions in §§ 950a—950d of this title and/or any orders or resolutions issued thereunder, the Secretary shall file criminal action against the offender without limiting the capacity stated in § 950b of this title. Said infraction shall be considered a misdemeanor with the penalty of a fine which shall not exceed five hundred dollars ($500).
